Why and in what cases is it necessary to seal the electric meter
The meter must be sealed in the following cases:
- the counter is moved from one place to another;
- the device is installed for the first time;
- the meter is repaired or replaced;
- seal was damaged.

Who can seal the electricity meter?

Types of seals
Each meter must have two seals: factory and installed by the energy sales company. Their presence on the device is mandatory, this is a kind of sign that the device is working in accordance with the standards.
Manufacturer's seal

The presence of this seal indicates that the device meets the specifications, passed all tests and was not damaged. If the meter has a factory seal, then there was no interference with the mechanism of the device.
Factory seals can be:
- internal
- outdoor.
The date of sealing must be indicated on the seal. Along with this, they put a seal in the passport of the device.
Service provider seal
This seal is installed when the device is put into operation. Usually attached to the terminal box. Only a representative of the power supply company installs this seal.

Lead seals
This type is used most often. A special wire is threaded into the knot to be sealed, and a lead seal is attached to it, pressing it with a numbered sealer.
Plastic number seals

Such seals have an individual number, thanks to which the electricity supplier keeps strict records. The seal is closed on the rotary system, it is impossible to open such a seal imperceptibly, in case of an attempt, a special latch will be broken.
Seals clamps
These fillings are rarely used. This seal looks like a plastic collar. The tip of the clamp is threaded into a bracket in which it can only move in one direction. It will be possible to open the seal only by breaking the collar.
Sealing stickers

These are brightly colored stickers with the words "sealed, do not open." If you remove this sticker, then the inscription “attempted opening” will appear on the seal.
Antimagnetic seal
Unscrupulous citizens sometimes use a magnet to change the readings of an electricity meter.To protect the device from the effects of a magnet, an antimagnetic seal is installed. It's a sticker with a magnetic suspension capsule in the middle. If the consumer tries to influence the electric meter with a magnet, then the particles of the suspension will fill a special capsule, and this cannot be corrected.

The stickers always have a number, a magnetic indicator and slots that increase sensitivity to attempts to peel off. If you remove the sticker, then an indelible inscription will remain on the counter.
The procedure for sealing the electricity meter
The seal on the electric meter is placed at the point of attachment to shieldso that it is not possible to connect to the meter without damaging the seal. The meter must have a technical passport, a special holographic sticker on the glass cover, and a sign of the manufacturer on the control panel.
It is necessary to coordinate the installation site of the device with the power supply. It is desirable that inspectors have free access to the counter. After installation, you should write an application to the power supply company for the provision of services - sealing the metering device. Usually, along with this, the consumer concludes an agreement with the company on the supply of electricity to this apartment or house. The metering device switches to the balance of power grids. Within a month, your meter should be put into operation.
Note! The input circuit breaker installed in front of the meter must also be sealed.

Before sealing the meter, the energy sales representative must draw up a drawing. It must indicate all the phases of the cables, power, the number of RCDs and machines.After that, the employee installs the seal and draws up an act. In the act, the serial number of the meter is mandatory, and if counter replacement, then you must specify the current readings. After that, both parties sign the act.
What documents confirm the fact of sealing?
The act of sealing confirms the fact that the meter was sealed. Therefore, before signing a document, make sure that all seals are present and intact. They can also be photographed, and photographs attached to the act.

The cost of sealing the meter will depend on your region, so it is best to find out the exact amount from the service provider. Usually the price varies from 390 to 2000 rubles.
Important! If the meter is installed for the first time, then the electricity supplier is obliged to perform the work free of charge.
Primary sealing is understood as work in the case of installing a meter, replacing it with a new one or transferring the device at the request of the management company or electricity supplier.
If an employee asks to pay for work, although this service in your case should be free, then in no case do not give cash. Ask for a receipt with details and purpose of payment, as well as a price list. After that, you can leave a complaint at the office of the company or file a lawsuit.
What to do in case of violation of the integrity of the seal
If you find that the seal on the meter is damaged, then you should:
- Record the damage on the camera and indicate the date the problem was discovered.
- Call a representative of your management company.
- Write an application to the energy supply company about the breaking of the seal, it must enter meter reading at the time the problem was discovered.
Your application will be checked by a special commission, which includes representatives of the supplier company and the management company. In your presence, the commission must inspect the meter for damage and verify the facts described in the application. After that, the commission decides on a specific situation: whether electricity was stolen. The decision may be influenced by the installation location of the meter (for example, in a stairwell or in an apartment).
After establishing the cause of the damage to the seal, the commission may impose a fine on the consumer in the amount of 300 to 500 rubles. If the commission comes to the conclusion that electricity was stolen, the consumer will be obliged to compensate for the losses.
