Preparation of documents and filing an application for technological connection
An important condition is that you should choose a network company from the nearest ones. Before contacting a grid company in order to apply for a technological connection and conclude an agreement, the following documents must be prepared:
- An application for technological connection, a sample and a form for filling which you can find on the website of the network company or take it at its office;
- Copies of documents confirming the ownership of the plot (house);
- If construction is underway on the connected site, then a list of equipment that consumes energy is required. If there is already a residential building on the site, then a list of household appliances that are the main energy consumers is required;
- Site plan;
- Applicant's passport and TIN certificate.
IMPORTANT! The application for conducting electricity to the site (house) must be filled in two copies, one of which remains with the grid company, the other with the applicant.

Conclusion of an agreement for technological connection and technical conditions
From the moment the network organization receives an application for technological connection, there are 30 days during which it is obliged to prepare a draft agreement for technological connection and technical conditions (TS) for electricity with a capacity of connected objects up to 15 kW - for domestic needs.
If the value of the power provided to the consumer is in the range of 100 - 750 kW, then the established period for the preparation of a draft contract and specifications by the network organization is 15 working days
IMPORTANT! If the consumer has not provided all the documents with the application for technological connection, then the grid organization is obliged to inform the consumer about this within the established period equal to 6 working days from the date of receipt of the application. In this case, the countdown of 15 working days, during which the draft contract and the technical specifications must be prepared, begins from the moment the applicant provides all the missing information.
Why is it necessary to obtain technical specifications for electricity supply?
Specifications for electricity supply is a document containing the requirements that must be met in order to connect to electricity networks, to increase power consumption, etc. It is an annex to the contract for connection to the electricity grid.
Obtaining this document is a prerequisite, the fulfillment of which will allow you to avoid problems in the process of carrying out technological work to connect the site (house) to electricity.
What data is contained in the TU?
First of all, the draft specification for connecting electricity includes a plan for the location of connection facilities, as well as the following information:
- site address;
- name of the property;
- reliability category, voltage and load data (in kW);
- information about the parameters of the power grid and the availability of reserve power;
- indication of the connection method and points;
- calculation of the value of the rated short-circuit current;
IMPORTANT! It is recommended to entrust the preparation of TS to a reliable organization that has the appropriate license. In this case, the most responsible stage for the consumer is the preparation of the application.
For example, if you expect to heat your house and get hot water using electricity, this should definitely be reported.
Specifications must comply with GOST R. They establish the procedure and amount of work performed by each of the parties that have entered into an agreement.
The fulfillment of all points of the technical specifications is also necessary so that the parties to the contract can sign an act confirming the completion of all the described works.
Only after all the conditions specified in the technical specifications are met, the object is connected to the power grid.
What documents are needed to obtain TU?
When contacting an energy organization, in order to obtain technical specifications, you should have the following papers with you:
- a photocopy of the applicant's passport;
- photocopies of documents confirming the right to own a plot (house) connected to the power grid. Copies must be certified by a notary;
- building permit;
- a document in which the boundaries of the site are presented (this can be a situational plan or a topographic survey of the territory);
- the value of the required load (standard power for domestic needs - 15 kW). If you need more, you need to specify the required value.
Sample Agreement for Technological connection to the network
The contract for technological connection to electric networks must contain such information as: details of the applicant, description of the point of connection to electric networks, the value of the maximum power for the applicant, activities performed by the parties under the agreement, a list of the rights of the parties and their obligations, the amount of payment and the procedure for paying the cost of connection to the power grid, the procedure for delimiting the constructed facilities, the responsibility of each of the parties and the procedure for settling possible disputes.
A model contract can be found in Appendix No. 8 to the Decree of the Government of the Russian Federation of December 27, 2004 N 861 (as amended on January 30, 2019) “On Approval of the Rules for Non-Discriminatory Access to Electricity Transmission Services and the Provision of These Services, operational dispatch control in the electric power industry and the provision of these services, the Rules for non-discriminatory access to the services of the wholesale market trading system administrator and the provision of these services, and the Rules for the technological connection of power receivers of electric energy consumers, electric energy production facilities, as well as electric grid facilities owned by grid organizations and other persons, to electric networks "(as amended and supplemented, entered into force on 19.03.2019)". .
Performance of work according to the technical specifications by the applicant
The company that connects the site to electricity is obliged to provide everything necessary for connection outside the applicant's possessions. Ensuring technical conditions on the territory of their property is the responsibility of the applicant himself.
The applicant must:
- Pay for technological connection in the amount of 550 rubles. (if there is a basic connection, otherwise the amount may change);
- Develop project documentation;
- Fulfill directly the technical conditions prescribed for the applicant;
- Notify the network organization of the implementation of the specifications;
- Carry out an inspection of the completed technical specifications together with a representative of the grid organization;
- If during the inspection (see paragraph 5) defects are identified, eliminate them.
Inspection by the inspector and commissioning
Upon inspection by the inspector of the site, he must be provided with all the necessary documents.
Firstly, a document on the fulfillment of the conditions prescribed in the technical specifications, which is issued by the organization that was involved in the preparation of the technical specifications.
Secondly, this is an act of acceptance of electrical work. This act is a document that indicates the list of installed electrical equipment with their passports, describes the types of work performed on the installation of electrical wiring, as well as junction boxes, sockets, switches. The act must comply with the project for the electricity supply of the house. If changes were made that are not included in the project, then they must be agreed with the design organization.
Based on the documents provided, the inspector draws up an act for connection to electric networks.
Obtaining an energy supply contract
According to par.72 of the “Basic Provisions for the Functioning of Retail Electricity Markets”, which were approved by Decree of the Government of the Russian Federation of May 4, 2012 No. 442, the fulfillment by the electricity supplier of obligations to the consumer for the supply of electricity does not depend on the existence of an agreement drawn up on paper.
In fact, the contract is considered concluded if the consumer is connected to the power grid in the manner prescribed by law and consumes electricity. In this case, the start date of the period for which the consumer has paid on the electricity bill is the start date of the contract.
If the consumer nevertheless decides to draw up a contract on paper, then he should contact the organization supplying electricity with an application and attached documents, namely:
- a copy of the passport;
- documents confirming the right of ownership;
- act on technological connection;
- an act on admission to operation of metering devices or other documents confirming the fact of admission to operation of metering devices (if metering devices are available).
The contract must be drawn up by the electricity supplier within 30 days from the moment the consumer submits the relevant request.
How much does electricity cost?
There is a basic cost of connecting electricity, which is 550 rubles, however, to connect according to this tariff, the following conditions must be met:
- the amount of required power is not more than 15 kW;
- the nearest power transmission line of the required voltage is at a distance of no more than 300 m for cities and towns and no more than 500 m for rural settlements;
- one source of supply is required;
- electricity consumption will not be carried out for production activities.
In other cases, the cost of connecting electricity will be determined according to the established tariffs, which are regulated by local executive authorities.
The cost of connecting electricity can be 5-500 thousand rubles, depending on:
- required power;
- the number of supply sources;
- distance from the site to the nearest pole;
- cost and nature of technical specifications.
IMPORTANT! Despite the possible monetary costs, it is necessary to connect to electricity in accordance with all the rules, in accordance with the current legislation of the Russian Federation. In case of unauthorized connection to the power line, an unscrupulous consumer faces high fines and penalties up to criminal liability!
Connection terms
It must be borne in mind that the specifications remain relevant for 2 years. The legislation states that the grid organization is obliged to fulfill its part of the obligations under the technical specifications within 6 months from the date of signing the contract. In the remaining time (before the expiration of 2 years), the applicant must fulfill his obligations. Then he sends a notification to the organization, which within 10 days carries out an inspection of the fulfilled conditions by the applicant, and in the next 5 days, in the absence of complaints, implements the actual connection of the consumer to electricity.
Thus, the minimum connection period is approximately 7 months, but in practice this happens very rarely.
IMPORTANT! Sometimes the network organization may offer you to sign an additional agreement to the TS and Technological Connection in order to increase the deadlines. This should not be done, because in this case the organization will most likely not fulfill its obligations on time and it is not known whether it will fulfill it at all. Such agreements are a loophole in the law and do not entail benefits for the applicant.
Electrification under the federal program
From time to time, information appears about a certain federal electrification program, the essence of which is that, subject to a number of requirements (which are interpreted differently in different sources), the applicant pays only 550 rubles, and all other expenses are covered by the state.
However, the basic cost of connecting the site to electricity is already 550 rubles, without any state program. Therefore, it is worth noting that there is no electrification program at the federal level, but they can be carried out at the level of a particular region, which should be taken into account and kept in mind.
Electrification of garden associations
The electrification of a garden non-profit partnership (SNT) has its own characteristics. Each individual member of the partnership does not have to independently solve the problem of connecting to electricity.
Usually the decision to connect is made at a general meeting of all members of the SNT. If the majority is “for” electrification, then the chairman of the SNT submits an application to the network organization.
IMPORTANT! The network organization will supply electricity only to the SNT itself. The concerns and costs of organizing an internal electrical network are borne by the members of the partnership.
Connection costs in this case can be approximately 30-40 thousand rubles for each owner of the site.
Thus, connecting electricity to the site is a rather long and laborious process, requiring both time and financial costs. However, subject to all established norms and rules, when contacting reliable licensed organizations and carefully preparing the necessary documents, all inconveniences will be minimized. Without electricity today it is impossible to imagine a full life, so the efforts made will not be in vain.
